The procurement encompasses 16 line items supplying various paper and plastic products to multiple Sheriff-Coroner Department divisions and facilities, including the jail commissary, food services, coroner's office, crime lab, and intake/release centers. The contract term is three calendar years from execution, with options for two additional years of renewal by mutual written agreement. Pricing must be structured using a percentage discount formula applied to manufacturer prices, with firm pricing for the entire contract term and no cost increases permitted during the first year, though automatic price decreases must be extended to the County. Bidders must submit samples prior to May 22, 2026, with all electronic bids due by May 29, 2026, at 4:00 p.m. through the County's online procurement portal, with bids remaining valid for 365 days following the solicitation closing date. Award will be made to the lowest responsive, responsible bidder, with the County reserving the right to make single or multiple awards and to negotiate final contract terms.

The County of Orange Local Small Business (OCLSB) Preference and Disabled Veteran Business Enterprise (DVBE) Preference policies provide a five percent deduction in bid price for certified OCLSB or DVBE bidders, with an eight percent preference available for businesses certified as both. Contractors must comply with comprehensive insurance requirements including Commercial General Liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate, Automobile Liability of $1,000,000 combined single limit, Workers' Compensation at statutory limits, and Employers Liability Insurance of $1,000,000 per accident or disease, with all certificates of insurance, W-9 forms, and valid D-U-N-S and UEI numbers required within seven days of County notification. Additionally, contractors must provide a Labor and Material Payment Bond and a Faithful Performance Bond in amounts equal to or exceeding the estimated contract value, with bonds subject to approval by the County's Risk Management division and the Office of the County Counsel. Payment terms are net 30 days following invoice receipt, with the contractor assuming all responsibility for transportation, handling, packing, and delivery costs. If utilizing the cooperative contract provision with other governmental entities, contractors must submit quarterly volume sales reports and pay a 2 percent administrative rebate on subordinate contract sales to the County through Pavilion, a third-party administrator.
