About this file

This is a Labor and Material Payment Bond document for the County of Orange Sheriff-Coroner's procurement of paper bags, plastic bags, rolled paper, and related items. The bond requirement applies to the competitive sealed bid solicitation for the supply and delivery of these materials across 16 line items to support various Sheriff-Coroner Department divisions and facilities, including the jail commissary, food services, coroner's office, crime lab, and intake/release centers. Bidders must submit samples by May 22, 2026, with electronic bids due by May 29, 2026, at 4:00 p.m. through the County's eProcurement Portal. The contract term is three calendar years from execution, with two optional one-year renewal periods available by mutual written agreement. Award will be made to the lowest responsive, responsible bidder, with the County reserving the right to make single or multiple awards.

The contractor must provide a Labor and Material Payment Bond in an amount equal to or exceeding the estimated contract value, subject to approval by the County's Risk Management division and the Office of the County Counsel. Pricing must be structured as a percentage discount applied to manufacturer prices, with firm pricing required for the entire contract term and no cost increases permitted during the first year. Additional requirements include Commercial General Liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate, Automobile Liability of $1,000,000 combined single limit, and Workers' Compensation at statutory limits. The County of Orange Local Small Business and Disabled Veteran Business Enterprise Preference policies provide a five percent bid price deduction for certified businesses, with an eight percent preference available for dual certification. Payment terms are net 30 days following invoice receipt, and the contractor assumes all responsibility for transportation, handling, packing, and delivery costs.
