About this opportunity

The Philadelphia Water Department is requesting proposals for IBM Tivoli Maximo support and configuration services, with a mandatory pre-proposal meeting on November 18, 2026 at 12:00 p.m. via Microsoft Teams, written questions due December 4, 2026 at 5:00 p.m., and proposals due January 29, 2027 at 5:00 p.m. through eContract Philly. The City of Philadelphia Office of Innovation and Technology issued the RFP on the department's behalf. No set-aside is designated, and no SBE or LBE participation ranges are established, but every respondent must exercise best and good faith efforts to include small and local businesses and submit the Solicitation & Participation Form. An optional Local Business Entity or Local Impact certification (Appendix D) serves as a positive evaluation factor.

Vendors must be experienced with Maximo in public water or wastewater settings. Services include Maximo maturity assessments, data gap analysis addressing data hierarchy issues, system integration and upgrades, dashboards and reports, user training, and ongoing technical support. No computer hardware or network installation is procured. Appendix F IT Standards apply and require AES-256 encryption, TLS 1.3, WCAG 2.1 AA accessibility, SSAE 18 SOC 2 Type II reporting on request, U.S.-only data hosting, backups at least every 48 hours, and security incident reporting within 24 hours. Cyber insurance under Appendix F carries a $2 million per-claim minimum, while the RFP lists $1 million for cyber liability.

Proposals must be fixed-price and itemized by task and deliverable, with fully burdened hourly rates by position and milestone payment schedules. Financial qualifications include current audited financial statements, a bank reference, and surety bond willingness if required. The initial term runs twelve months, May 1, 2027 through April 30, 2028, with a City option for up to four additional one-year renewals. The City anticipates issuing a notice of intent to contract by February 26, 2027. Award goes to the most advantageous proposal rather than the lowest price, and the City reserves rights to negotiate terms and modify scope.
