About this file
This file is a Local Business Entity or Local Impact Certification form issued by the City of Philadelphia for applicants responding to a Philadelphia Water Department contract opportunity in Pennsylvania. The certification appendix provides applicants the opportunity to claim local business status or local impact commitments as positive factors in the City's evaluation of their proposals. Applicants may certify under Local Business Entity criteria by demonstrating compliance with specific requirements outlined in Section 17-109(3)(b) of the Philadelphia Code, including filing a Business Income and Receipts Tax return with the City, maintaining a valid Commercial Activity License, continuously occupying and staffing a City office, and meeting specified employee residency or work location thresholds. Alternatively, applicants may certify under Local Impact criteria by committing to employ City residents and perform contract work within the City.
The certification form requires applicants to check applicable boxes corresponding to the criteria they meet and provide an authorized signature with date and printed name and title. Applicants submitting this certification must also include a separate statement in their application acknowledging compliance with the selected Local Business Entity or Local Impact criteria. The form contains multiple unchecked checkboxes for applicant completion and serves as documentation supporting preference consideration in the City's contract award process. No pricing information, set-asides, contract term, or other financial terms are specified in this certification document.
