About this opportunity
The Office of the City Controller of Philadelphia is requesting proposals from qualified independent certified public accountants, accounting firms, and consulting firms to provide auditing, assurance, attestation, assessment, advisory, and consulting services, with proposals due October 2, 2026 and an applicant questions deadline of September 25, 2026. The City has established SBE participation requirements of 13 percent and encourages LBE certification; local business benefits and applicant local impact or LBE certification status are significant evaluation factors.
The scope encompasses performance audits, compliance audits, financial statement audits, single audits with federal and state grant compliance services, information technology audits and assessments, quality control reviews, five-year financial plan evaluations, and departmental and operational consulting services for the City of Philadelphia, the School District of Philadelphia, and other entities under the Controller's jurisdiction. All work must comply with applicable professional accounting and auditing standards and applicable federal, state, and local laws.
The initial contract term runs October 11, 2026 through October 10, 2027, with the City retaining the option to renew for up to four additional one-year terms at its sole discretion. Compensation is fixed-price with a maximum amount to be determined, invoiced as services are delivered. No maximum contract value is stated in the RFP.
Applicants must comply with Philadelphia's 21st Century Minimum Wage and Benefits Standard, maintain active Business Income and Receipts Tax and Commercial Activity License accounts, obtain tax clearance certification, and adhere to political contribution disclosure limits under Philadelphia Code Chapter 17-1400. Providers must maintain professional liability insurance with minimum limits of $1 million and other standard coverage. All materials developed under the contract become the sole property of the City. The City reserves the right to terminate the contract at its convenience without penalty or liability.
Evaluation criteria include superior capability to meet requirements, prior relevant experience, quality and efficiency of proposed solutions, skill and reputation, cost, administrative efficiency, long-term cost effectiveness, local business benefits, and applicant local impact or LBE certification status. Applicants must submit financial statements, bankruptcy disclosures, and complete all required compliance forms including tax and regulatory status certification and optional LGBTQ and local business entity certifications through eContractPhilly.
