Q&A Summary: Philadelphia Office of the City Controller Audit and Consulting Services RFP
This is a Questions and Answers document for Request for Proposals (RFP) Opportunity #21260814131254 issued by the Philadelphia Office of the City Controller seeking qualified independent certified public accountants, accounting firms, and consulting firms to provide auditing, assurance, attestation, assessment, advisory, and consulting services. The RFP seeks proposals for performance audits, compliance audits, financial statement audits, Single Audits with federal and state grant compliance services, information technology audits and assessments, quality control reviews, five-year financial plan evaluations, and departmental and operational consulting services. The proposal submission deadline is October 2, 2026, with the applicant questions deadline having passed on September 25, 2026. The initial contract term runs from October 11, 2026 through October 10, 2027, with the City retaining the option to renew for up to four additional one-year terms. The City anticipates making multiple awards and will assign individual engagements at the Controller's discretion.
Compensation is structured as fixed-price with hourly rates by staff classification applied to establish a fixed, not-to-exceed fee for each engagement authorized by written task order. Cost proposals should include rates for each potential renewal year with allowable annual escalation. No guaranteed minimum amount of work or maximum contract value is specified. The RFP establishes a 13 percent Small Business Enterprise (SBE) participation requirement, with no separately designated Local Business Enterprise (LBE) or Subcontractor Local Business Enterprise (S/LBE) ranges, though local business benefits and LBE certification status are significant evaluation factors. No incumbent contractor currently provides these services. Professional liability insurance of at least $1 million with a deductible not exceeding $50,000 is required. All materials developed under the contract become the sole property of the City, which retains the right to terminate at its convenience without penalty or liability.
