About this opportunity
The City of Philadelphia's Office of Community Empowerment and Opportunity is requesting proposals from a qualified nonprofit organization to provide comprehensive one-on-one financial counseling services, with proposals due August 7, 2026 at 5:00 p.m. Philadelphia Time and a pre-proposal meeting scheduled for June 29, 2026 at 10:00 a.m. via Microsoft Teams.
The applicant must hold current 501(c)(3) status or engage a fiscal sponsor with that designation. Services are modeled after the Cities for Financial Empowerment's Financial Empowerment Centers and include identifying and screening clients, conducting comprehensive financial health assessments, and delivering an average of two free financial counseling sessions per client. Each full-time staff member must provide a minimum of 50 individual financial counseling sessions per month. Virtual counseling is a required standard offering; in-person services at Philadelphia-based physical locations are optional. The organization must track client outcomes including debt reduction, credit score improvements, and savings increases, and submit monthly programmatic reports on unduplicated client demographics, intake data, service delivery activities, and outcomes. HIPAA compliance is required where applicable.
The maximum contract award is $260,000 on a fixed-price, cost-reimbursement basis. The contract term runs October 1, 2026 through June 30, 2027, with the City holding an option to extend for up to four additional one-year terms at its sole discretion. The selected applicant must provide upfront funding for program costs.
Applicants must submit a Tax and Regulatory Status and Clearance Statement, Statement of Financial Capacity with financial statements, five-year bankruptcy disclosures, and IRS Form 990. Submission of an LGBTQ Applicant Opportunity Data Form and Local Business Entity certification are optional. All proposals must be submitted electronically through eContractPhilly. Questions are due July 13, 2026 at 5:00 p.m., with answers posted by July 17. Interviews and presentations are anticipated August 24–25, 2026, with selection on September 1 and contract execution by October 1. The organization must comply with the Philadelphia 21st Century Minimum Wage and Benefits Standard and all City contracting requirements and standard contract terms.
