About this opportunity
The Newfound Lake Region Association (NLRA) in partnership with the New Hampshire Department of Environmental Services is requesting qualifications from engineering firms to develop restoration plans for a segment of Atwell Brook in central New Hampshire, with qualifications due August 24, 2026 by 11:00 a.m.
The scope includes reviewing existing watershed management recommendations, conducting field investigations to evaluate stream conditions, assessing stream stability and erosion processes, preparing engineering plans suitable for permitting and construction, supporting wetlands permitting efforts, and developing cost estimates. Required qualifications are firm registration in New Hampshire, resumes of key personnel with relevant certifications, and demonstrated project experience with similar stream restoration or watershed engineering projects. Section 319-funded project experience is desirable. Work is scheduled to begin in September 2026 and be substantially completed by February 2027.
The RFQ is qualifications-based. NLRA reserves the right to interview selected firms as part of the evaluation process. Evaluation criteria are firm history and organizational capacity (10%), relevant stream restoration and watershed engineering experience (25%), demonstrated experience managing project budgets and schedules (10%), familiarity with New Hampshire streams and permitting requirements (25%), understanding of project objectives and technical approach (20%), and references (10%). Following selection, NLRA will request a task-based cost proposal from the highest-ranked consultant and begin contract negotiations.
Funding is provided through Section 319 of the Federal Clean Water Act. Questions must be submitted by 5:00 p.m. on July 30, 2026. Anticipated consultant selection and notification is scheduled for August 28, 2026. Qualifications packages must be submitted electronically in PDF format and shall not exceed 30 pages.
