About this opportunity
The City of Philadelphia is requesting proposals for a Medical Director to serve the City's Employee Disability Program, with proposals due September 2, 2026 and applicant selection targeted for October 2, 2026. Local Business Entity certification is considered a positive evaluation factor under Mayoral Executive Order No. 04-12.
The Medical Director will provide clinical oversight of medical services to injured City employees, review Service-Connected Medical Pension Determination applications, and chair monthly meetings with treatment facility directors. The role is intended as half-time, with responsibility shared collaboratively with another Medical Director. The successful applicant must be a licensed physician in Pennsylvania (or retired in good standing), certified by the American Board of Medical Specialties, with a minimum of five years' experience in occupational medicine, internal medicine, or family medicine. HIPAA compliance is required.
The maximum contract compensation is $222,560 for a contract term running December 1, 2026, through June 30, 2027, with the City retaining the option to amend the contract to add up to four additional one-year terms. Applicants must submit hourly rates inclusive of all expenses and provide monthly invoices detailing dates of service, hours worked, and service descriptions. The City retains the right to terminate the contract at any time for any reason with thirty days' notice.
Applicants must maintain professional liability insurance of $1,000,000 each occurrence and $3,000,000 annual aggregate with tail coverage for two years after service completion, general liability of $1,000,000 per occurrence, workers' compensation at statutory limits with employers' liability of $100,000 per accident, automobile liability of $1,000,000, and cyber liability coverage of $1,000,000 per claim. Applicant questions are due by August 12, 2026, with answers posted by August 19, 2026. Interviews and presentations are scheduled between September 9 and September 21, 2026. Contract execution is targeted for November 2, 2026, with work commencement on December 1, 2026. Applicants must submit proposals electronically through eContractPhilly and comply with Philadelphia Code Chapter 17-1400 political contribution disclosures and the City's 21st Century Minimum Wage and Benefits Standard.
