About this opportunity
The Texas Health and Human Services Commission (HHSC) is requesting bids for interior and exterior door installation and repair services at the Lubbock State Supported Living Center under IFB HHS0017760, with bids due August 26, 2026 at 10:30 a.m. Central Time and a questions deadline of August 19, 2026 at 12:00 p.m.
The scope encompasses installation, demolition, and repair of all doors on the Lubbock facility campus located at 3401 North University. Doors must meet commercial-grade specifications—hollow metal and wood construction, one-hour fire resistance rating, 1.75 inches thick in various widths and heights. Services must be performed Monday through Friday, 8 a.m. to 5 p.m. Central Time, with a 24-hour response requirement to service calls and one-hour emergency response capability. Bidders must provide a minimum of three years of relevant experience, three verifiable references for similar contracts completed within the last year, and all required permits, licenses, and insurance. Insurance requirements include Workers' Compensation ($1,000,000 per accident), Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Commercial Automobile Liability ($1,000,000 combined single limit), Professional Liability ($1,000,000), and Umbrella Liability ($1,000,000).
Pricing is firm, fixed rates submitted on a per-unit basis covering all labor, equipment, materials, supplies, and related expenses. The price sheet requests hourly labor rates and permits a markup on parts not to exceed 20 percent. Bidders must also indicate whether their company is located within a 20-mile radius of the facility.
The contract term runs from September 1, 2026 through August 31, 2027, with no renewal options but a potential one-year extension at HHSC's discretion. Both HHSC and the Department of State Health Services (DSHS) are entitled to use any resulting contract. Award is contingent upon HHSC Executive Commissioner approval and uses a best-value standard rather than lowest-price-only evaluation. All personnel must pass comprehensive background checks and comply with E-Verify employment verification requirements. Bidders must submit Exhibits A (HHS Solicitation Affirmations), C (Pricing Sheet), D (Bidder Reference and Qualifications Form), and F (Texas Identification Number Application) if applicable, along with any addendum acknowledgements.
