About this opportunity

The City of Long Beach Department of Financial Management issued ITB FM-24-373 for the purchase of twelve current-model BMW motorcycles—four R1250 GS-P and eight R1250 RT-P police-rated units—with bids due February 22, 2024 at 11:00 a.m. Pacific Time. A Notice of Intent to Award dated February 26, 2024 identifies RCA Investments DBA Long Beach BMW Motorcycles as the sole responsive bidder and lowest-priced proposer; however, this intent does not constitute a final award pending issuance of a signed purchase order.

All motorcycles must be CARB certified with LEV or better emission ratings, equipped with BMW Motorrad Integral ABS Pro, and supplied by an authorized BMW dealer. The scope includes comprehensive police equipment packages such as emergency lighting, sirens, radio equipment, and weapon racks. The contractor must identify a single-point warranty and repair facility within fifty miles of Long Beach City Hall and provide a three-year manufacturer warranty against defects, with all repairs at the contractor's expense. Complete operating, service, electrical, hydraulic, and parts manuals must be delivered with each unit.

The contract term is twenty-four months from award, with options to extend for up to three additional one-year periods. Price adjustments during extensions are capped at the most recent Los Angeles-Riverside-Orange County Consumer Price Index for non-labor categories. Delivery is required within 150 business days of order placement to 2600 Temple Avenue, Long Beach, California 90806, with liquidated damages of $25.00 per day for delays beyond the specified delivery date. Payment terms are Net 30 days.

Mandatory insurance includes $1,000,000 per occurrence and $2,000,000 general aggregate commercial general liability; workers' compensation with $1,000,000 minimum limits; and $500,000 combined single limit automobile liability. Bidders must submit five current customer references, federal non-debarment certification, IRS Form W-9, California Secretary of State business certification, and proof of insurance within ten calendar days of award. Questions were due February 6, 2024, with City responses provided by February 13, 2024. Equal Benefits Ordinance compliance applies to for-profit employers with City contracts of $100,000 or more or entities generating $350,000 or more in annual gross receipts from City property leasing.
