About this opportunity
The Florida Department of Transportation (FDOT), Office of Geographic Information Systems, is conducting a single source procurement for the Esri Advantage Program, a comprehensive collaborative engagement service provided exclusively by Environmental Systems Research Institute, Inc. (Esri). The procurement seeks access to Esri experts and services essential for defining and executing geospatial strategies, with deliverables including enterprise-wide visioning, technical advisory services, annual planning meetings, collaboratively developed technical work plans, access to exclusive quarterly technology webcasts, consulting services, premium support, and training. The contract term is one year, and the commodity classifications fall under 81111805 (Proprietary or licensed systems maintenance or support) and 81112200 (Software maintenance and support). Vendor information must be submitted by 5:00 p.m. EST on Thursday, May 7, 2026, to Jocelyn Moore at FDOT, 605 Suwannee Street, MS 20, Tallahassee, FL 32399-0450, via telephone at 850.414.4482 or email at CO.Purch@dot.state.fl.us. The posting period commenced on April 16, 2026, satisfying the minimum 15 business day notice requirement under Florida Statutes section 287.057(3)(c). The procurement was posted with the intention of determining whether these services are available solely from the single source identified, Esri, as the exclusive owner and manufacturer of the Advantage Program packaged support offering.
This is a single source procurement with no set-aside designations or restrictions limiting eligible respondents; however, the procuring agency will evaluate whether prospective vendors can demonstrate the ability to supply the identical comprehensive Esri Advantage Program services. Environmental Systems Research Institute, Inc. (Esri) is identified as the known vendor and sole source provider, as Esri maintains exclusive ownership of the Advantage Program and is the only source capable of delivering the full-scope, packaged broad-based support program as specified. While some Esri products may be available through value-added resellers on a unit-priced basis, only Esri can provide the integrated collaborative engagement model being requested. The estimated contract value is $272,150.00 for the one-year term. Following the May 7, 2026 deadline, the FDOT will review any information received from prospective vendors and post notice of its intended decision to enter into the single source purchase contract on the Vendor Information Portal in accordance with Florida Statutes section 120.57(3).
