About this opportunity

The City of Philadelphia Department of Revenue is requesting proposals for continuing education and workforce development training services, with proposals due August 14, 2026 at 5:00 PM Philadelphia time. This is a Professional Services Small Order Purchase (PSSOP) contract with a maximum compensation of $75,000 for the entire contract period.

Local Business Entity certification status and local impact considerations serve as positive evaluation factors under Mayoral Executive Order No. 04-12. Applicants seeking local business preference must demonstrate compliance with specific criteria including filing a Business Income and Receipts Tax return with the City, maintaining a valid Commercial Activity License for the preceding 18 months, continuously occupying and staffing an office within the City, and meeting either a principal place of business requirement or satisfying at least two of three employment and receipts thresholds. Local Impact Certification requires commitment to employing City residents and performing contract work within the City.

The Department seeks customized training programs in both in-person and virtual formats covering communication skills, leadership development, customer service, business writing, conflict resolution, diversity training, operational excellence, continuous improvement, coaching, and trauma-informed training. The contract term runs October 1, 2026 through September 30, 2027, with the City retaining the option to add up to three additional one-year renewal terms. Vendors will be paid on a per-person or daily rate basis; cost proposals must include line-item breakdowns for each workshop or training. Travel costs are reimbursable only with Department approval and in accordance with Federal Government Maximum Per Diem rates; commuting costs are not reimbursable.

Applicant questions are due August 3, 2026, with answers posted by August 7. Selection will occur by September 1, 2026. Proposals must include company profile and qualifications, proposed scope of work (limited to 5 pages), detailed cost proposals, financial capacity documentation, and references. Applicants must obtain a Business Income and Receipts Tax Account Number and Commercial Activity License and must comply with Philadelphia's 21st Century Minimum Wage and Benefits Ordinance. Proposals must be submitted online through eContract Philly.
