About this opportunity

The Philadelphia Department of Public Health, Division of Substance Use Prevention and Harm Reduction, is requesting proposals for media and communications services to develop, deploy, and evaluate evidence-based substance use prevention and harm reduction campaigns, with proposals due September 8, 2026 at 5 p.m. Philadelphia time. A Local Business Entity Certification pathway is available under Philadelphia Code Section 17-109(3)(b), offering positive consideration to vendors with demonstrated business presence and activity within Philadelphia over defined periods or commitment to employing city residents and performing work within the city during contract execution.

The scope encompasses campaign planning and design, media placement and guerrilla marketing, evaluation and message testing, graphic design, printing, photography and videography, website management, and language and cultural translation services. Applicants must identify which of the eight service categories they can provide and submit resumes and detailed qualifications for all personnel performing work. This is a framework agreement; the City will assign specific projects through individual Scopes of Work and contract with multiple vendors as needed.

The contract is awarded on a not-to-exceed basis of $750,000 annually, with fixed-price cost proposals required and detailed line-item breakdowns covering personnel, fringe benefits, printing, administrative expenses, travel, and project management. The initial term runs November 1, 2026 through October 31, 2027, with the City holding options to add up to four additional one-year renewals for a potential five-year total. The contract is supported in whole or in part by federal funding from CDC, SAMHSA, and Pennsylvania Department of Health.

Work is performed in Philadelphia. Performance metrics will be negotiated during contract execution and may include audience engagement, campaign performance, cost per click, click-through rates, cost per mile, and cost per landing page view. Applicants valued at or over $250,000 must extend equal benefits to employees' life partners. Questions are due August 31, 2026; answers will post by September 4. The City anticipates contract execution and work commencement on November 1, 2026.
