About this opportunity

The City of Philadelphia's Department of Behavioral Health and Intellectual disAbility Services (DBHIDS) is seeking one provider to deliver Community Mobile Crisis Response Team (CMCRT) services for adults 18 years and older in the Northeast Region, with proposals due November 16, 2026, at 5 p.m. through eContract Philly and a pre-proposal meeting scheduled for October 23, 2026.

No mandatory set-aside or participation range applies. However, the City's Participation Range Memorandum dated October 6, 2026, requires best and good faith efforts to include Small Business Enterprises (SBEs) and Local Business Entities (LBEs) despite the absence of numerical targets. Applicants are strongly encouraged to obtain LBE certification or SBE registration.

The provider must deliver 24/7 rapid response within 30 minutes, crisis stabilization, assessment, trauma-informed de-escalation, peer support, social determinants of health screening, crisis safety planning, and linkages to ongoing behavioral health care and community resources across ZIP codes 19111, 19114, 19115, 19116, 19135, 19136, 19149, 19152, 19154, and surrounding areas as needed. Applicants must be currently operating CMCRT providers with in-network status through Community Behavioral Health (CBH), maintain at least one physical site in the Northeast region, hold a current crisis intervention license from the Pennsylvania Department of Human Services, and demonstrate capacity to provide 24/7 services with multiple teams.

The initial contract term runs December 1, 2026, through June 30, 2027, with the City retaining the option to add up to four additional one-year terms. The maximum compensation is $1,139,112 for Year 1 (startup and implementation) and $1,800,000 annually for Years 2–5 (full operations), structured as a fixed-rate, value-based model. The provider must comply with Philadelphia's 21st Century Minimum Wage and Benefits Standard, obtain required business licenses and tax clearances, maintain HIPAA compliance, and implement continuous quality improvement and diversity, equity, and inclusivity monitoring. Questions are due October 30, 2026; answers will be posted November 6, 2026. Interviews and presentations are discretionary and scheduled for November 23, 2026. Selection is anticipated for November 30, 2026.
