About this opportunity

The Oregon Department of Forestry is soliciting proposals on behalf of the U.S. Forest Service Barlow Ranger District for data collection, analysis, and documentation services to support The Dalles Watershed Project Environmental Assessment and National Environmental Policy Act compliance, with proposals due November 2, 2026 at 2:00 PM Pacific Standard Time. The State of Oregon encourages participation from Oregon Certification Office for Business Inclusion and Diversity (COBID)-certified small businesses, including disadvantaged business enterprises, minority-owned businesses, women-owned businesses, service-disabled veteran-owned businesses, and emerging small businesses, though this is a preference rather than a set-aside.

The scope encompasses field surveys for cultural resources, Northern Spotted Owl autonomous recording units across 86 units (March 15 through August 31), terrestrial mollusks across 4,552 acres in spring and fall 2027, fungi across 986 acres following Survey and Manage Category B protocols, and archaeological surveys across approximately 3,210 acres with evaluation of 15 previously recorded sites. Deliverables include a pre-work meeting within 30 calendar days of contract execution, 21 monthly progress review meetings, participation in a fall 2026 collaborative field trip, and preparation of draft and final Environmental Assessments, Biological Assessments, Biological Evaluations, and Findings of No Significant Impact, plus project records documentation. Proposers must demonstrate expertise in NEPA compliance, forest restoration, environmental assessment, wildlife biology, archaeology, forestry, fire ecology, botany, hydrology, soil science, fisheries biology, recreation planning, transportation planning, and GIS analysis.

The contract term runs from the effective date through June 30, 2028 with no renewal options. The maximum contract value is redacted in the sample contract. All work product and intellectual property become the exclusive property of the U.S. Forest Service. A pre-proposal conference was held October 13, 2026 at 3:00 PM; questions and clarification requests were due October 14, 2026 at 3:00 PM. Proposals will be evaluated on management plans, references, experience, key personnel qualifications, and price (worth up to 50 points of a total 150-point scoring methodology). The Notice of Intent to Award is anticipated for approximately November 9, 2026. One contract will be awarded from this solicitation.
