About this opportunity
The City of Philadelphia, Department of Aviation, is requesting proposals for day-to-day execution and implementation of paid and organic social media services for Philadelphia International Airport, with proposals due September 17, 2026, and questions due by September 3, 2026. An SBE participation range of 19% is binding across all business size categories.
Respondents may claim Local Business Entity (LBE) or Local Impact status as a positive evaluation factor. LBE certification requires filing a Business Income and Receipts Tax return with the City during the preceding 12 months, maintaining a valid Commercial Activity License within the preceding 18 months, continuously occupying and staffing a Philadelphia office, and either locating the principal place of business in the city or satisfying at least two of three employment or revenue thresholds (more than 60% Philadelphia-resident employment, more than 50% of full-time employees working in the city at least 60% of the time, or more than 75% of gross receipts as Philadelphia-based revenue). Local Impact Certification requires only commitment to employ city residents and perform work within Philadelphia upon award.
Services include content creation and formatting for approved messaging, scheduling and publishing across five social media channels, paid social media campaign execution and optimization, creative asset production (static graphics, motion graphics, short-form video, and platform-specific display assets), community engagement and monitoring during business hours, onsite photography and videography, and performance reporting via live dashboards and weekly/monthly analytics reports. The selected firm will work with PHL's internal Communications and Strategy Team.
The contract is awarded on a not-to-exceed basis of $225,000, structured as a monthly retainer. The initial term runs January 1, 2027, through December 31, 2027, with the City retaining the option to extend up to four additional one-year terms. Applicants must provide hourly rates by personnel category (education level, skill set, experience level, and job title) and estimated hours per task. Interviews occur October 1–5, 2026; selection occurs November 1, 2026; contract execution occurs December 1, 2026. Contractors must comply with Philadelphia's 21st Century Minimum Wage and Benefits Standard, TSA security requirements, and federal employment laws. Professional Liability Insurance of $1,000,000 is required, along with General Liability, Workers' Compensation, and Automobile Liability Insurance of at least $1,000,000 each. All materials developed become sole City property. Answers to questions will be posted September 10, 2026.
