About this opportunity
The City of Philadelphia is requesting proposals for two contracts to provide legal and administrative support services to the Civil Service Commission for hearings and appeals, with proposals due June 29, 2026, and a virtual pre-proposal meeting on June 16, 2026 at 9:00 AM EST. Applicants must be attorneys or law firms authorized to practice in Pennsylvania and demonstrate relevant experience with administrative or quasi-judicial proceedings for governmental bodies. Local Business Entity certification and Local Impact status are positive evaluation factors.
The scope encompasses hearing preparation, participation in proceedings, legal research and analysis, drafting written opinions and findings, and assisting with appeal scheduling and correspondence. Work is performed in Philadelphia.
The contract term is August 1, 2026 through June 30, 2027, with the City retaining an option to add up to three additional one-year terms. Total compensation is capped at $55,000 for the initial contract year, with hourly billing required for all personnel. Travel costs are reimbursable only with prior departmental approval and in accordance with City policy and federal per diem rates; commuting costs are not reimbursable. Monthly invoices are submitted for payment upon Civil Service Commission approval.
Applicants must comply with all City requirements including business licensing, tax obligations, campaign contribution disclosures, and the 21st Century Minimum Wage and Benefits Standard. The City also requests voluntary disclosure of LGBTQ Business Enterprise certification and other diversity certifications (ESMDC, PAUCP, Disability:IN, WBENC) through a separate data form, which the City may use for vendor database development and public disclosure.
Questions are due June 18, 2026 at 5:00 PM EST. Interviews are scheduled for the week of July 6, 2026, with contract execution targeted for August 1, 2026. Proposals must be submitted electronically through eContract Philly.
