About this file

This is an addendum to a Request for Proposal issued by the City of Philadelphia's Civil Service Commission for legal and administrative support services. The addendum extends the original proposal submission deadline from June 29, 2026, to Friday, July 17, 2026, at 5:00 PM Philadelphia local time. The City seeks two contractors to provide legal and administrative support services related to hearings and appeals before the Civil Service Commission, including hearing preparation, participation in proceedings, legal research and analysis, drafting written opinions and findings, and assisting with appeal scheduling and correspondence. A virtual pre-proposal meeting is scheduled for June 16, 2026, at 9:00 AM EST, and questions are due June 18, 2026, at 5:00 PM EST. Interviews are scheduled for the week of July 6, 2026, with contract execution targeted for August 1, 2026. The contract term runs from August 1, 2026, through June 30, 2027, with the City retaining the option to add up to three additional one-year renewal terms. Proposals must be submitted electronically through eContract Philly.

Applicants must be attorneys or law firms authorized to practice in Pennsylvania with demonstrated relevant experience in administrative or quasi-judicial proceedings for governmental bodies. Total compensation is capped at $55,000 for the initial contract year, with hourly billing required for all personnel. Travel costs are reimbursable only with prior departmental approval in accordance with City policy and federal per diem rates, while commuting costs are not reimbursable. Monthly invoices are submitted for payment upon Civil Service Commission approval. Applicants must comply with all City requirements including business licensing, tax obligations, campaign contribution disclosures, and the 21st Century Minimum Wage and Benefits Standard. Local Business Entity certification and Local Impact status are positive evaluation factors. The City requests voluntary disclosure of LGBTQ Business Enterprise certification and other diversity certifications through a separate data form for vendor database development and public disclosure purposes.
