About this opportunity
The City of Philadelphia, Office of the Director of Finance, is requesting proposals for development of a Central Services Cost Allocation Plan (CAP) compliant with OMB 2 CFR Part 200 for the fiscal year ending June 30, 2026, with proposals due August 21, 2026 at 5 p.m. Philadelphia Time. The City prioritizes Local Business Entity certification and considers local impact as a significant evaluation factor in vendor selection.
Eligible applicants must hold or commit to obtaining Local Business Entity status under Philadelphia Code Section 17-109(3)(b) (requiring Business Income and Receipts Tax filing, Commercial Activity License, and 18 months continuous office presence in the City) or certify local impact through commitments to employ City residents and perform work within Philadelphia. Applicants must comply with Philadelphia's 21st Century Minimum Wage and Benefits Standard and maintain active tax and licensing accounts.
The vendor will develop a 2 CFR Part 200-compliant CAP based on actual costs, prepare supplemental indirect cost rate schedules for all City departments, create a Full Overhead Cost Allocation Plan to support cost recovery from enterprise funds and capital projects, and assist departments in developing indirect cost rate proposals. Four reports are required: a Full Cost Report, a Federal 2 CFR Part 200 Report, Department Indirect Cost Rates, and a Federal 2 CFR Part 200 Summary. Work is expected to complete within six to eight weeks, with all four reports due April 1, 2027.
The fixed-price contract maximum compensation is $60,000 including all expenses, paid upon successful completion and acceptance of deliverables. The contract term runs from October 15, 2026, to October 14, 2027, with the City holding options to amend for up to four additional one-year terms. Contract execution is anticipated by September 30, 2026. Applicant questions are due July 31, 2026; answers will be posted August 7, 2026. No pre-proposal meeting will be held. Proposals must be submitted electronically through eContractPhilly with required documentation including executive summary, qualifications statement, references, subcontractor disclosures, financial capacity documentation, and Tax and Regulatory Status Clearance Statement. The final CAP must be acceptable to the City's cognizant federal agency, the U.S. Department of Health and Human Services.
