About this opportunity

The City of Philadelphia Department of Aviation is requesting proposals for industrial hygienist services to support health and safety training and programs at Philadelphia International Airport (PHL) and Northeast Philadelphia Airport (PNE), with proposals due September 18, 2026 at 5:00 p.m. Philadelphia Local Time. Preference is given to Local Business Entity (LBE) certified businesses.

The scope includes comprehensive safety training, health and safety program audits, incident-investigation training for motor vehicle accidents and workplace injuries, policy and procedure development, chemical inventory management, hazard communication instruction, and job safety analysis for approximately 900 employees operating in a 24/7/365 environment. The vendor must deliver both online and in-person training sessions and provide quarterly and annual program utilization reports, with immediate reporting of observed safety hazards to the Department.

The contract term is one year commencing on or about October 1, 2026, with the City's option to extend for up to three additional one-year terms. The total compensation ceiling is $35,000 for the contract term. The vendor must submit a detailed cost proposal with hourly rates for individual and group training sessions, specialized safety consultation, emergency rescue equipment services, and respiratory medical clearance and fit-testing. Travel costs are reimbursable only if approved by the Department and in accordance with City policies at the Federal Government Maximum Per Diem rate; commuting costs are not reimbursable. Payments will be made monthly based on completion of agreed-upon tasks.

All vendor personnel must complete background checks and fingerprinting at the vendor's expense ($32) and obtain an Aviation-issued identification badge ($33) at the vendor's expense. The vendor must maintain comprehensive insurance coverage including professional liability at minimum $500,000 for non-health care providers.

Questions are due September 10, 2026, with answers posted by September 14. Applicant selection is scheduled for September 22, and contract execution for September 28, 2026. Vendor selection will be based on superior ability to meet contract requirements, prior experience, quality and fitness of proposed solution, skill and reputation, promotion of competitive development for new or small businesses, cost, and long-term cost effectiveness.
