About this opportunity

The Texas Comptroller of Public Accounts, Statewide Procurement Division, is requesting bids on textiles, fibers, and piece goods under IFB 304T-26-850A2, with bids due June 25, 2026 at 1:30 p.m. Central Time, and questions due June 12, 2026. No set-asides apply; this is a competitive solicitation open to all qualified respondents.

The scope encompasses 39 line items across multiple textile categories: nylon flags and fabrics, twill fabrics in assorted colors and weights, mesh bag fabric, thermal knit fabric, greige sheeting, filament spun-bonded polypropylene, cotton batting and fiberfill, cotton waste, jersey knit fabrics in various tubular widths, and clear vinyl. Primary customer is the Texas Department of Criminal Justice (TDCJ), which will use materials for offender and employee clothing, institutional furnishings, and other textile products at facilities in Gatesville, Huntsville, Lamesa, Abilene, and Dayton. Expected quantities range from 3,000 to 16,000,000 units depending on product type; minimum order quantities are specified per line item. Detailed specifications include fiber content, weight, color standards, dimensional and construction requirements, and comprehensive testing parameters under ASTM and AATCC standards. Bidders must submit certified laboratory testing reports from domestic U.S.-based laboratories for all line items, with tests dated no earlier than 12 months prior to the June 3, 2026 posting date. CPA may request pre-award samples within 60 calendar days.

Pricing must be firm, all-inclusive, and fixed on the mandatory price sheet, with FOB Destination terms and all shipping and delivery fees included in unit prices. Respondents must factor a 1.5% Texas SmartBuy administrative fee into all pricing. The initial contract term runs from the Notice of Award effective date through May 31, 2027, with four renewal options through May 31, 2030, and one additional optional year that CPA may unilaterally exercise. Price adjustments after the initial term are permitted only per Producer Price Index formulas with 80% correlation to designated BLS indices and 10% correlation to transportation services. Contractor must maintain commercial general liability insurance of $500,000 per occurrence. Failure to submit required documentation—including Execution of Response, Respondent Information, Insurance Statement of Intent, certified laboratory test reports, and signed addenda—results in disqualification.
