About this file

This document is an Invitation for Bid (IFB) attachment issued by the Texas Comptroller of Public Accounts, Statewide Procurement Division, for IFB No. 304T-26-850A2 covering textiles, fibers, and piece goods. The specification document outlines 39 line items across multiple fabric and textile categories, including nylon flags in various colors, outer and inner nylon fabrics for jackets, mesh bag fabric, thermal knit fabric, greige sheeting, twill fabrics in assorted colors, filament materials, cotton batting, fiberfill batting, clear vinyl, cotton waste, and jersey knit fabrics in multiple tubular widths. Materials are designated for delivery to various Texas Department of Criminal Justice (TDCJ) facilities located in Gatesville, Huntsville, Lamesa, Abilene, and Dayton, where they will be used in the production of offender and employee clothing, institutional furnishings, and other textile products. Each line item includes specific fiber content requirements, weight specifications, color standards, dimensional requirements, and construction standards. The IFB requires bidders to submit laboratory test reports from independent certified domestic laboratories for all specifications marked with an asterisk, with bidders permitted to choose one color per fabric type for testing.

The specification document details comprehensive testing parameters and quality assurance procedures for all materials, including shrinkage testing using AATCC standards, bursting strength tests, tear resistance measurements, breaking strength evaluations, and flame retardancy compliance with federal regulations. Referenced manufacturers and product numbers are provided as benchmarks for bidders to match or exceed. Materials must meet specific standards such as ASTM D3776 for fabric weight, AATCC 20A for fiber content analysis, and various other industry-standard test methods. Packaging requirements are clearly specified, including roll dimensions, splice limitations, plastic wrapping, and palletization standards. All fabric samples are subject to visual inspection for discoloration, blemishes, damage, and color consistency, with testing performed at the designated TDCJ facility locations. The document establishes strict manufacturing and finishing requirements, including durable water-repellant finishes where specified, crease-resistant treatments, and specific dye methods such as VAT dyed fabrics for uniform production.
