About this opportunity

The Texas Department of Housing and Community Affairs is requesting proposals for Texas Rental Assistance Certification System (TRACS) Processing Services under RFP 332-RFP26-1006, with proposals due July 17, 2026 and written questions due July 1, 2026. A VetHUB Subcontracting Plan with a 5 percent subcontracting goal applies to this procurement.

The scope encompasses comprehensive TRACS management services for the Section 811 Project Rental Assistance Program, which serves extremely low-income persons with disabilities. The program is funded through four rounds of HUD funding totaling over $47 million, with a potential fifth round pending. The exact number of participating properties and rental units is variable and depends on factors including gross rent allowances, utility assistance, tenant payments, property applications, and unit allocations per property.

Minimum qualifications require at least five years of experience conducting operations through HUD Secure Systems for the Section 811 PRA Program, a minimum of three years providing the required services without significant findings or compliance issues, and possession of a fidelity bond at the greater of $50,000 or 10 percent of the contract value. Key personnel must hold nationally recognized affordable housing management credentials from organizations such as The National Affordable Housing Management Association or National Center for Housing Management, and auditing or risk management credentials from the Institute of Internal Auditors.

The initial contract term runs from September 1, 2026, through August 31, 2027, with three optional one-year renewal periods extending through August 31, 2030. Contract execution and commencement of work are anticipated for September 1, 2026.

Proposals are evaluated using a best-value standard with weighted criteria: experience and capacity (30 points), work plan effectiveness (20 points), references and past performance (20 points), and estimated cost (30 points). Submissions must be made electronically through the TDHCA e-Procurement Portal. Official responses to written questions will be posted by July 8, 2026. The primary contact is Cheryl D. Robinson-Mathis at 512-475-3991 or Cheryl.Mathis@tdhca.texas.gov.
