About this opportunity

The Texas Comptroller of Public Accounts is requesting proposals for editing, publishing, printing, and digital distribution services for the Texas Property Tax Code and related tax law publications, with proposals due September 21, 2026 at 2:00 p.m. Central Time. A VetHUB (Veteran Heroes United in Business) subcontracting plan with good faith effort demonstrations is mandatory for all respondents, regardless of whether subcontractors are proposed.

The scope includes production of 5,500 printed copies of the Texas Property Tax Code and 2,500 printed copies of Texas Property Tax Laws, both in annotated and un-annotated editions; searchable, Section 508 compliant PDF files for each publication; and delivery of draft editions by September 1 and final printed editions by November 2 of each service year. All materials must meet CPA specifications and Section 508 accessibility compliance.

The initial contract term runs January 1, 2027 through December 31, 2027, with optional renewal periods through December 31, 2031 (excluding 2028 and 2030 when no legislative sessions are anticipated). Pricing is submitted as an annual not-to-exceed fee inclusive of all expenses on a mandatory price sheet; no prepayment from CPA is provided. Respondents must maintain $1,000,000 minimum commercial general liability and professional liability coverage and warrant 12-month performance guarantees. Liquidated damages of 2% per day apply for delayed delivery. All personnel assigned to the contract must pass criminal background investigations.

The CPA will evaluate proposals on respondent past performance and qualifications (20% weight), compliance with CPA specifications (50% weight), and cost (30% weight). The Comptroller anticipates awarding to one respondent and reserves the right not to award or to reissue. Respondents must comply with CPA Data Safeguard Standards and artificial intelligence disclosure and monitoring requirements. Questions are due September 1, 2026; no pre-proposal conference is scheduled. Primary contacts are Bridget James (512/936-5106) and Jennifer Williams (512/936-4806).
