About this opportunity
The Texas Hydrogen Infrastructure, Vehicle, and Equipment Grant Program (THIVE) is a funding program established by the Texas Commission on Environmental Quality (TCEQ) under the Texas Emissions Reduction Plan (TERP). The program provides grants to encourage the adoption of hydrogen infrastructure, vehicles, and equipment to reduce nitrogen oxide (NOx) emissions in Texas nonattainment areas and affected counties, including Travis County and the City of Austin. Eligible projects include the construction and operation of hydrogen refueling infrastructure, the purchase of new hydrogen-powered vehicles and equipment, and the replacement, repowering, or conversion of older heavy-duty on-road vehicles and non-road equipment with hydrogen power. Applicants must submit detailed project proposals by the extended deadline of March 30, 2024, and successful grantees will be required to comply with various reporting and performance requirements over a minimum 5-year period.
The THIVE program is open to a wide range of eligible applicants, including individuals, state and local governments, corporations, and other legal entities. Preference will be given to applicants with certain designations, such as service-disabled veterans, Texas-based businesses, and Historically Underutilized Businesses (HUBs). The program has a total budget of up to $16 million over the 2024-2025 state fiscal biennium, with grants covering up to 100% of the incremental cost for vehicle/equipment replacement, repowering, or conversion, and up to 50% of the incremental cost for hydrogen refueling infrastructure projects.
