About this opportunity
The Office of the Texas Secretary of State is soliciting proposals for an independent technical assessment of the Texas Election Administration Management (TEAM) System modernization, with questions due November 12, 2026 and responses due November 23, 2026 at 5:00 p.m. CST. The solicitation contains no set-aside or preference program.
The six-week assessment covers architecture, code quality, infrastructure and performance, database design, alignment with statutory requirements, and requirements gap analysis. The awardee must determine whether the system can be remediated within six months or whether an alternative path is necessary, then deliver a prioritized list of critical fixes and remediation strategies to achieve statutory compliance before the applicable November election. Required work includes interviews with state staff and local election officials from diverse jurisdictions, a final assessment report, and an executive presentation. Pricing must itemize one-time costs, ongoing costs, cost drivers, and a total proposed contract amount, subject to Secretary of State negotiation. Travel and expenses must be estimated within the proposal.
Contractors must comply with E-Verify requirements, submit a Conflict of Interest Disclosure Statement, execute a Non-Disclosure Agreement, and acknowledge the Secretary of State Prohibited Technologies Policy. Required insurance includes statutory workers' compensation, commercial general liability of $1 million per occurrence and $2 million aggregate, automobile liability of $0.5 million combined single limit, and umbrella/excess liability of $1 million per occurrence.
Evaluation weights cost and financial proposal at 40 percent, technical and operational methodology at 25 percent, vendor experience and qualifications at 25 percent, and references and past history at 10 percent. The contract runs from Notice of Award through August 31, 2027, with optional renewals of up to one year each for up to three additional years. The anticipated start date is December 14, 2026. The contract is contingent on continued funding, and the Secretary of State may terminate under funding-out provisions if appropriations become unavailable.
Proposals must be submitted electronically to SPurchasing@sos.texas.gov, including the Execution of Offer form, by November 23, 2026.
