About this opportunity
The Texas General Services Commission is requesting bids on interior painting services for the Texas Capitol and extension facilities under IFB 809-26-0013, with bids due August 27, 2026. Addendum 1 was issued on August 11, 2026 and must be acknowledged as part of bid submission.
The scope encompasses interior painting throughout the Capitol building and related extension structures. Bidders must demonstrate experience with large-scale commercial interior painting, compliance with applicable building codes, and the ability to work within an active government facility while minimizing disruption to daily operations. All work must meet Texas General Services Commission specifications and quality standards for state-funded projects.
Site visits are permitted and recommended to assess project scope and conditions. A pre-bid meeting or bidders conference may be conducted to clarify project requirements.
Small business enterprise (SBE) or historically underutilized business (HUB) set-asides may apply under Texas procurement rules; bidders must certify compliance status on the Respondent Bid Form. Pricing must be submitted on a competitive, itemized basis with separate line items for labor categories, materials, equipment, and associated costs. Bidders must provide proof of qualifications, licensing, and references alongside their bid submission.
The contract will carry a defined term with potential renewal options at the State's discretion. Funding is provided through state appropriations designated for Capitol maintenance and building services. Bonding and insurance requirements are specified in Attachment B (SPB Purchase Order Terms and Conditions), which governs all vendor obligations including payment terms, delivery, quality assurance, contract modifications, termination rights, indemnification, and audit requirements.
