The project encompasses painting work throughout the Capitol building and related extension facilities. Bidders are required to submit sealed bids by the specified due date, with award anticipated following evaluation of responsive proposals. The contract will be for a defined term with potential renewal options to be exercised at the State's discretion. Site visits are permitted and recommended to allow bidders to assess project scope and conditions. A pre-bid meeting or bidders conference may be conducted to clarify project requirements and answer contractor questions.

Pricing shall be submitted on a competitive basis with all bids evaluated for cost-effectiveness and contractor qualifications. The project may be subject to small business or historically underutilized business (HUB) set-asides as applicable under Texas procurement rules. Funding for this project will be provided through state appropriations designated for Capitol maintenance and building services. Bidders must demonstrate experience with large-scale commercial interior painting, compliance with applicable building codes, and the ability to work within an active government facility while minimizing disruption to daily operations. All work must meet Texas General Services Commission specifications and quality standards for state-funded projects.
