About this opportunity
Texas A&M Forest Service is requesting proposals for a single uniform provider to supply and manage uniforms for the agency's workforce of over 500 employees, with proposals due November 3, 2026 at 2:00 p.m. Central Time. The anticipated annual award value exceeds $100,000.
The scope spans three uniform categories — field uniforms, law enforcement uniforms, and business casual uniforms — with detailed material, construction, sizing, and color specifications. The successful vendor must establish and maintain an ADA Title III-compliant web ordering portal allowing designated Account Holders to select and order items, track annual allowance balances (determined by the Agency per fiscal year), and use split payment functionality when allowances are exceeded. The vendor must maintain sufficient inventory to fulfill orders within ten business days and support new hire starter packages within ten business days of notification. Backorder holds may not exceed 45 business days. The vendor is responsible for no-cost returns of defective, non-conforming, or improperly sized products. Quarterly usage reports detailing quantity and sales value of contract items are required.
Pricing must remain firm for the first 24 months; price increases thereafter are considered 60 days prior to annual renewal dates and limited to the Consumer Price Index for All Urban Consumers (CPI-U). All prices exclude applicable state and local sales taxes. Delivery within 14 calendar days is required unless otherwise specified; goods must be new and unused.
The initial contract term is two years from purchase order issuance, with options to extend for up to three additional consecutive periods under identical pricing and terms, for a maximum duration of five years. Award is expected in the first week of December 2026, with purchase order issuance in the second week of December 2026.
Evaluation criteria are Experience & Qualifications (10 points), Ordering Portal Capabilities (15 points), Accounting System and Invoicing (15 points), Uniform Styles (25 points), Quality Assurance/Quality Control (5 points), Price (20 points), and References from other uniformed agencies (10 points). No HUB subcontracting plan is required. Written questions are due October 21, 2026 at 2:00 p.m. CT; addenda will be issued October 28, 2026. Contact Travis Lull, Contract Administrator (979-458-7382; travis.lull@tfs.tamu.edu) or Micah Frost, Project Manager (979-458-6682; micah.frost@tfs.tamu.edu).
