About this opportunity
Somerset County Park Commission is requesting sealed bids for fire alarm and security systems testing, inspection, and UL Central Station monitoring services across 29 facilities in Somerset County, New Jersey, with bids due November 3, 2026 at 3:30 p.m. at the Somerset County Administration Building in Somerville. The successful contractor must hold a New Jersey Fire Alarm Contractor license — a hard eligibility filter — and must employ at a minimum two NICET Level II certified technicians in Fire Alarm Systems and Inspection and Testing of Fire Alarm Systems.
The scope includes annual inspections with two technicians per site, 24/7 UL Central Station monitoring, emergency response, and parts replacement in compliance with the State of New Jersey Uniform Fire Code and applicable manufacturer guidelines. The contractor must maintain parts inventory on every service vehicle and in a centralized warehouse and operate a live answering service 365 days per year to receive emergency calls outside normal business hours and on weekends and holidays.
The contract runs from December 1, 2026 through November 30, 2027, with options for two additional one-year renewals. This is a firm fixed-price contract with no escalation; price increases will void the award. Bidding is structured on four pricing schedules: annual inspection fees for all 29 facilities (Schedule A), yearly monitoring fees (Schedule B), parts replacement at manufacturer's suggested list price with the bidder's discount (Schedule C), and labor rates for regular and overtime hours (Schedule D). Award will be made to the lowest responsible bidder meeting all specifications on the total bid amount (A+B+C+D).
Prevailing wage and certified payroll requirements apply under the New Jersey Prevailing Wage Act. A 10 percent bid guarantee (not to exceed $20,000), performance bonds, and payment bonds equal to 100 percent of the contract award are required. Site visits to the 29 facilities are strongly recommended prior to bid submission; contact Mike Adams at madams@scparks.org to schedule. Bidders must submit one original and one copy of the proposal along with the New Jersey Fire Alarm Contractor license, surety bonds, and three references on the Contractor Data Sheet (Exhibit A).
