About this opportunity
The City of Tampa, Florida is seeking a qualified contractor to provide NETA Certified Maintenance Testing and Calibration services for generator switchgear relays, with proposals due November 9, 2026. The contractor must hold current InterNational Electrical Testing Association (NETA) certification — the controlling eligibility requirement.
The scope encompasses comprehensive testing, maintenance, and calibration of generator switchgear relays to ensure compliance with all relevant standards and safe, efficient operation. The contractor must adhere to all applicable industry standards and regulations.
The City has attached a cybersecurity exhibit establishing mandatory requirements throughout the contract term, including compliance with GDPR, CCPA, NIST Cybersecurity Framework, PCI-DSS, CJIS, and HIPAA; forty-eight-hour incident notification; restricted data access; secure disposal or return of City data upon termination; subcontractor and third-party-provider oversight with vendor responsibility for the supply chain; and continuous monitoring of emerging threats. All data must remain within continental U.S. data centers unless the City provides prior written consent. The City reserves the right to terminate without penalty if the vendor fails to comply, provided the vendor receives written notice and ten days to cure. Vendors must indemnify the City for cybersecurity breaches attributable to the vendor's failure to implement appropriate security measures.
The City has also attached ADA accessibility requirements applicable if the procurement involves information, media, or communication technology products or services. Contractors must submit an Accessibility Conformance Report based on the Voluntary Product Accessibility Template (VPAT) demonstrating conformance to WCAG 2.2 Level AA standards and Section 508 requirements, along with supplemental accessibility reports, remediation plans, and improvement plans where applicable.
The attachment titled Testing_and_Calibration_of_Paralleling_Switchgear_(Bid_Discount).pdf does not provide contract value, term, incumbent information, or detailed evaluation criteria. The DMI-30 Form and OSHA SDS attachment are procedural and reference documents not specific to this opportunity.
