About this opportunity
The City of Philadelphia is soliciting quotes for test and certification services of chemical fume hoods and biological safety cabinets under a micro purchase contract, with quotes due August 3, 2026. All bidders must quote all items to be eligible for award; the City will select the lowest responsive and responsible bidder and may award as a whole or by line item at its discretion.
The vendor must hold ISO 17025 accreditation for controlled environment testing and calibration. Scope includes airflow smoke pattern tests, airflow velocity tests, HEPA filter leak tests, down-flow velocity profile tests, inflow velocity tests, and worker comfort and safety tests for ducted, ductless, and fuming chemical fume hoods; biological safety cabinets; drying cabinets; and laminar flow hoods. All testing must comply with manufacturer specifications and NSF/ANSI Z9.5 and 49-2002. The vendor is responsible for adjusting equipment to meet specifications at no additional charge where applicable and must provide repair cost estimates for equipment that cannot be recertified to meet specified standards.
The contract term runs July 1, 2026, through June 30, 2027. The micro purchase threshold is $45,000, adjusted annually by the percentage increase in the Consumer Price Index-U from January 1, 2020, rounded to the nearest $1,000. Quotes must be submitted electronically through PHLContracts and remain valid for 60 days from submission or throughout the contract term for requirements contracts. Pricing must be quoted net, exclusive of taxes, and delivered FOB Destination Point. No services may commence until formal department notification. The seller must carry workers' compensation insurance at statutory limits, general liability insurance with limits of $500,000 per occurrence, and automobile liability insurance with limits of $300,000 per occurrence, naming the City as an additional insured. Vendors must execute a Consent and Authorization Agreement through PHLContracts prior to bid closing; completion of a seller standard operating procedure checklist is mandatory.
