About this file

This is a scope of work attachment for a Pennsylvania state and local contract opportunity for testing and certification of chemical fume hoods and biological safety cabinets. The contract period runs from July 1, 2026 through June 30, 2027. The procurement will be awarded as a whole or by line item, whichever serves the City's best interests, to the lowest responsive and responsible bidder. All bidders must quote all items to be considered eligible for award, and no services may be delivered or provided until official notification from the department is received.

The vendor must hold ISO 17025 accreditation for controlled environment testing and calibration and must perform specified minimum testing protocols for each equipment category: ducted, ductless, and fuming chemical fume hoods; biological safety cabinets; drying cabinets; and laminar flow hoods. Testing requirements include airflow smoke pattern tests, airflow velocity tests, HEPA filter leak tests, down-flow velocity profile tests, inflow velocity tests, and worker comfort and safety tests, depending on equipment type. All testing must comply with manufacturer specifications and applicable state and federal regulations including NSF/ANSI Z9.5 and 49-2002. The vendor is responsible for adjusting equipment to meet specifications at no additional charge where applicable, and must provide repair cost estimates for equipment that cannot be recertified to meet specified standards.
