The Department of Veterans Affairs, VA Sierra Pacific Network (VISN 21), is soliciting quotes for Test and Balance (TAB) services at VA Sierra Nevada Health Care System in Reno, Nevada, under an SDVOSB set-aside, with quotes due June 8, 2026, at 3:00 p.m. PDT. Questions are due June 3, 2026, at 3:00 p.m. PST.
This procurement is restricted to Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns under NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a small business size standard of $19 million. The awardee must maintain certification throughout the contract period by either the Associated Air Balance Council (AABC) or National Environmental Balancing Bureau (NEBB), and all TAB specialists must be AABC members or NEBB-certified technicians.
The scope comprises annual testing, adjusting, and balancing of air flows in approximately 52 rooms and four Sterile Processing Service rooms quarterly, with annual positive/negative pressure checks required for 78 additional rooms. Work must conform to the VA HVAC Design Manual (2011 edition), AABC National Standards, and NEBB Procedural Standards. The contractor shall supply all personnel, equipment, supplies, tools, materials, transportation, and personal protective equipment. TAB reports are due within 14 calendar days of completion and must document air exchanges, room pressures, pressure differentials, initial and final measurements, and annotated adjustments. Additional TAB services at Community-Based Outpatient Clinics and regional clinics may be requested; work not exceeding $2,500 will be processed via purchase order with a government purchase card, while services above that threshold require contract modification approval.
The base period runs from July 5, 2026, through July 4, 2027, with four optional one-year renewal periods through July 4, 2030. Work is scheduled Monday through Friday, 7:30 a.m. to 4:00 p.m., though non-business-hours and weekend work may be required for patient care. The contractor must comply with VASNHCS policies including daily visitor-badge check-in, designated parking, and a no-tobacco policy on hospital property. Contracting Officer Keturah Busey may be contacted at keturah.busey@va.gov or (202) 660-3227.
