About this opportunity

SUNY Oswego is requesting sealed bids for term contracts for trades on a time-and-material basis under IFB 073025RM, with proposals due July 30, 2025 at 2:00 p.m. All bidders must register with the New York State Department of Labor before submitting bids. MWBE goals of 30% overall participation apply, with 15% minority-owned and 15% women-owned participation required.

The scope covers three separate trades — Concrete/Masonry, Landscaping/Planting, and Paving — with SUNY Oswego intending to award one contract per trade to the lowest responsible bidder. Work will be released through individual projects ("Releases"), each not to exceed $100,000 in value, with total contract remuneration capped at $1 million across all releases during the three-year contract term. The contract is not exclusive and does not guarantee a predetermined amount of work; SUNY reserves the right to award work to other contractors. Bidders must provide markup percentages for labor (50% weighting), materials (30% weighting), and subcontractors (20% weighting) on the bid form. All costs must include prevailing wage rates as required by New York State.

Successful bidders must procure performance and labor/material bonds equal to 100% of total contract value, maintain comprehensive insurance including workers' compensation, commercial general liability of $2 million, and automobile liability of $1 million, and comply with OSHA 10-hour construction safety certification requirements. Contractors must submit detailed project estimates within 10 calendar days of receiving a Release and begin work within 10 calendar days of Release issuance.

Bids must be submitted in person or by overnight carrier to SUNY Oswego Purchasing Department, 402 Culkin Hall, Oswego, NY 13126, with public bid opening at that location. No pre-bid conference is scheduled; all questions must be submitted as formal Requests for Information. Bids remain firm for 120 days after opening. SUNY Oswego will award contracts within 120 calendar days of bid opening.
