About this opportunity

SUNY Oswego is seeking term contracts for three specific trades: Concrete/Masonry, Landscaping, and Paving through Invitation for Bid #073025RM. The procurement is designed to establish three-year term contracts for time and material work, with individual project releases not exceeding $100,000. Contractors must be located within 100 miles of the campus, have at least five years of business experience in their respective trade, and demonstrate completion of ten projects over $37,500 in the past three years. Bid submissions are due on July 30, 2025, at 2:00 p.m., with sealed proposals to be submitted in person or via overnight carrier to the Purchasing Department at 402 Culkin Hall, Oswego, NY 13126. Evaluation criteria include lowest responsible bidder status for each trade, with pricing based on prevailing wage rates plus predetermined markup percentages for labor (50%), materials (30%), and subcontractor costs (20%). All bidders must register with the New York State Department of Labor before submitting a bid, and no pre-bid information session will be held.

The contract includes significant set-aside and participation goals for minority and women-owned business enterprises (MWBE), specifically targeting 30% MWBE participation with 15% minority workforce and 15% female workforce requirements. Additionally, there is a 6% Service-Disabled Veteran-Owned Business contracting goal. Subcontracting goals are set at 15% for minority-owned and 15% for women-owned businesses. While no incumbent vendors are listed, contractors must meet comprehensive insurance and bonding requirements, including the ability to obtain bonds for the total contract amount. The total contract value is not to exceed $1,000,000, with individual project releases capped at $100,000. Contractors will be required to comply with prevailing wage regulations, comprehensive insurance coverage, performance and labor bonding, and various state and federal employment and non-discrimination standards. The contract term is three years, subject to mutual agreement between SUNY Oswego and the selected contractors.
