About this opportunity

Griffin-Spalding County Schools has issued a Request for Proposal (RFP) for the Tennis Court Restoration Project, seeking qualified contractors to restore tennis courts at Griffin High School and Spalding High School in Griffin, Georgia. The scope of work encompasses comprehensive restoration of twelve tennis courts total—six at each location—including crack repair, asphalt surface preparation, and application of an asphalt tennis court surface color coating system with court markings to restore the courts to like-new condition suitable for Georgia High School Association (GHSA) tournament play. Two bid alternates are offered for each location: one utilizing the Laykold Colorflex system and an alternate using the standard Laykold Color Coat system, or equivalent advanced polymer technology products. Qualified contractors must demonstrate a minimum of five years of experience in tennis court restoration with at least seven comparable or larger projects, must be authorized applicators and American Sports Builders Association (ASBA) builder members, and must maintain minimum liability insurance of $1,000,000 per occurrence and $2,000,000 general aggregate with workers' compensation coverage at statutory limits. A mandatory pre-proposal meeting is scheduled for May 28, 2026, at 10:00 a.m. at Griffin High School's athletic complex, with proposals due by 2:00 p.m. on June 11, 2026, at the Construction and Facilities Department. The anticipated project start date is July 27, 2026, with 100% completion required by November 20, 2026. Contract award will be made on a stipulated sum basis to the lowest qualified bidder meeting all technical requirements, qualifications, and insurance standards.

Contractors must be E-Verify compliant and provide executed Georgia Security and Immigration Compliance Act documentation to be considered for award. Proposals must include a 5% bid bond payable to the Griffin-Spalding County Board of Education, with successful contractors required to provide performance and labor/material payment bonds each equal to 100% of the contract sum from surety companies rated A.M. Best Class "A" or higher with a financial size VI or better. Submission requirements include seven project references with contact information, a completed Proposer's Qualification Form, insurance certificates, bonds, and all required compliance documentation. Payment will be made monthly for materials and work completed, less 10% retainage, with final payment upon completion of all closeout requirements, and a 5-year minimum warranty covering labor and materials is required for both workmanship and material defects. The school system reserves the right to reject any or all proposals and to award projects separately or jointly. No specific budget range or award value has been disclosed in the procurement documents, though contractors should anticipate costs associated with materials, labor, bonding, and insurance coverage throughout the project timeline.
