About this opportunity
Broward County Parks and Recreation Division is seeking a qualified firm to operate, maintain, and manage twelve tennis courts at the Tennis Center located at Brian Piccolo Park in Cooper City, Florida. The procurement is a concession agreement solicitation with comprehensive requirements for the selected vendor. Interested firms must submit their proposals electronically through the BPRO system by September 22, 2025, with questions and clarification inquiries to be submitted through the platform prior to the questions due date. The evaluation criteria will likely focus on the vendor's ability to effectively manage and operate the tennis facility, with consideration given to operational experience, proposed management approach, and potential revenue generation. Vendors must electronically submit their complete solicitation response and obtain a Submission Receipt, with the county strongly encouraging advance submission to ensure compliance with deadlines.
The solicitation includes specific procurement preferences for Small Business Enterprises (SBE) and County Business Enterprises (CBE), offering a 10% bid matching opportunity for Invitations to Bid and Quotation Requests, and a 5% scoring advantage for Request for Proposals. Vendors must be certified Broward County SBEs or CBEs at the time of solicitation opening to qualify for these preferences, with certification verifiable in the Broward County OESBD Certified Firm Directory. Additional requirements include criminal history screening practices certification for contracts over $100,000, compliance with domestic partnership act certifications, and submission of various vendor documentation such as ownership disclosures, litigation history, and reference verifications. While specific award value is not explicitly stated, the contract involves managing a twelve-court tennis facility, suggesting potential revenue-sharing or operational fee structures. Vendors must also meet insurance requirements and comply with security and vendor qualification standards outlined in the solicitation documents.
