About this opportunity

The Porterville Developmental Center (PDC), located in Tulare County, California, is seeking a licensed Physical Therapist to provide temporary/relief services for its Specialized Treatment Program (STP) clients. The Invitation for Bid (IFB) PR259022 solicits a contractor to deliver physical therapy services up to 24 hours per week for a contract period from September 1, 2025, through June 30, 2027, with a total not-to-exceed 2,304 billable hours. Qualified bidders must be currently licensed Physical Therapists in California with a minimum of 3 years of experience working with developmentally disabled persons. The scope of services includes patient evaluations, mobility assessments, instructing caregivers and staff, attending clinics and meetings, maintaining clinical records, and providing treatment as ordered by physicians. Bidders must submit current licenses, three references for similar services performed within the last five years, and complete all mandatory attachments. The bid is due on August 29, 2025, with a potential notice of intent to award on September 2, 2025, and a proposed award date of September 9, 2025.

While the state has waived the Disabled Veteran Business Enterprise (DVBE) mandatory participation requirement, DVBE and Small Business preference incentives remain available, with bidders potentially receiving up to a 5% preference for certification or participation. Contractors must comply with extensive background check requirements, including restrictions on hiring individuals with specific criminal histories as outlined in the Department of Developmental Services' Policy Memorandum #423. The contract includes comprehensive requirements for employee health screenings, professional liability insurance (minimum $1,000,000 per occurrence and $3,000,000 aggregate), and strict HIPAA compliance. Additionally, contractors must adhere to the agency's Sexual Harassment Prevention Policy and provide comprehensive employee training. While specific budget details are not explicitly stated, the contract allows for monthly invoicing with payment made in arrears, and includes a budget contingency clause that permits the state to cancel or modify the agreement if sufficient funds are not appropriated through the Budget Act.
