About this opportunity

The City of Greenville, North Carolina is requesting proposals for temporary staffing services at the G. K. Butterfield Transportation Center (600 S. Pitt Street) under RFP 26-27-02, with proposals due July 31, 2026 at 4:00 p.m. EST. The question deadline has been extended to July 29, 2026 at 4:00 p.m. per Addendum No. 1.

The scope requires one Customer Experience Agent to perform clerical, records, information sharing, and general office tasks. Coverage must span 7:00 a.m. to 7:30 p.m. Monday through Friday and 9:00 a.m. to 4:30 p.m. Saturday, with the facility closed on specified holidays. The proposer assumes full employer responsibility, including federal, state, and local employment law compliance, payroll withholding, workers' compensation, and all employer-related costs inclusive in the bill rate with no separate charges to the City. The proposer must conduct 9-panel pre-placement drug testing within thirty days prior to assignment and post-accident testing, comprehensive background checks covering criminal convictions from the past seven years and sex offender registry checks, and ensure valid driver's license and any necessary OSHA certifications.

The contract term is two years with City option to extend for two additional one-year periods, for a total potential duration of four years. The City pays net thirty days from invoice approval and compensates only for hours actually worked, excluding holidays and inclement weather closures. Overtime at 1.5 times the hourly rate applies for hours exceeding forty per week but is not preferred. Evaluation criteria are weighted as follows: Qualifications of Firm (30%), Project Approach (30%), Cost (30%), and Overall Presentation and Responsiveness (10%). The City reserves the right to award to the vendor offering best value and may reject any or all proposals. All proposals remain valid for ninety days from opening.
