About this opportunity
The OC Fair & Event Center (32nd District Agricultural Association) is issuing an Invitation for Bid (IFB) for temporary staffing services to support facility maintenance and administrative operations at its Costa Mesa, California location. The District seeks qualified temporary employment contractors to provide skilled personnel in three primary job classifications: Journeyman Electricians, Journeyman Plumbers, and HVAC Technicians with EPA 608 certification. Services will be provided on an as-needed basis with peak demand expected before, during, and after the annual OC Fair (June through August), though work may vary based on operational requirements, seasonal demand, capital projects, and staff coverage needs. All hourly rates in the financial proposal must be fully inclusive of prevailing wages as determined by the California Department of Industrial Relations, taxes, benefits, insurance, overhead, and markup. Key contractor requirements include assigning a single project administrator as point of contact, maintaining fully qualified and licensed personnel, responding to staffing requests within eight hours, conducting background checks on all workers, and ensuring compliance with OSHA and Cal/OSHA safety standards. Minimum qualifications include three satisfactory references and the ability to meet all insurance and compliance requirements. The bid proposal submission deadline is Tuesday, March 24, 2026 at 11:00 a.m., with electronic submission required via email to IFB@ocfair.com using WeTransfer. The contract term runs from May 1, 2026 through April 30, 2028, with three optional one-year renewal periods exercisable at the District's sole discretion.
The District is applying a 5% Small Business preference and DVBE incentive ranging from 1% to 5% based on participation level. Contractors must provide proof of Commercial General Liability and Automobile Liability insurance with appropriate coverage limits, Workers' Compensation coverage, and submit a signed Certificate of Insurance within fifteen days of award. No mandatory job walk is required for this procurement. The District will bill only for actual services rendered, with estimated hours provided as a non-guaranteed reference. The District reserves the right to reject all proposals, request additional information, terminate the contract with thirty days' notice for any reason, and require immediate replacement of any unsatisfactory personnel. No specific budget range or award value is provided in the solicitation documents; compensation will be based on actual hours worked at the contractor's submitted prevailing wage-inclusive hourly rates.
