About this opportunity

The City of Philadelphia is soliciting quotations for a one-year extension of TelVue Care warranty coverage, a micro purchase due May 21, 2026. This is a sole-source procurement — TelVue Corporation is the exclusive provider, as its proprietary content management and scheduling software is bound to TelVue-supplied servers and hardware and is not licensed separately.

The scope is a one-year TelVue Care warranty extension providing online software upgrades, basic application feature enhancements, hardware repair, replacement or firmware upgrades for defects in materials and workmanship, and extended coverage for up to four additional years beyond the initial manufacturer warranty. The warranty excludes damage from improper use, unauthorized repairs, misuse, alteration, or acts of God. Customers are responsible for round-trip shipping costs and up to a $500 maximum deductible for factory repairs. A $500 reactivation fee applies if warranty coverage lapses.

The quoted price is $4,282.50, calculated at 15 percent of eligible TelVue equipment value. The contract ceiling is not to exceed $41,000, adjusted annually by the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, rounded to the nearest $1,000. Payment terms are Net 30 days from invoice, with a 2 percent discount for cash payment within that period and a 1 percent discount for payment within 15 days. A 1 percent monthly finance fee applies to unpaid balances. Place of performance is 240 Spring Garden Street, Philadelphia, Pennsylvania 19110.

Award will go to the lowest responsive and responsible bidder. All items must be quoted for eligibility. Quotations remain valid for 60 days from submission and must be submitted electronically through PHLContracts with a signed Consent and Authorization Agreement prior to bid closing. Sellers must maintain workers' compensation insurance at statutory limits, general liability insurance with a minimum $500,000 per occurrence, and automobile liability insurance with a minimum $300,000 per occurrence. The City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes. Payment is FOB Destination Point upon delivery and City approval. LGBTQ applicant data collection is voluntary and does not affect evaluation.
