About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Parks, is issuing a Request for Bid (RFB 758 2500000226) for television and satellite service at Lake Cumberland State Resort Park located in Jamestown, Kentucky. The procurement seeks a turnkey direct broadcast satellite service including professional installation of satellite dishes, receivers, remotes, and distribution systems to serve 96 total service points comprising 63 lodge rooms, 4 common area drops, and 29 cabins. The vendor must provide high-definition service with a specified channel lineup including local channels and major networks (ESPN, CNN, FOX News, Discovery Channel, Disney Channel, and others), utilize existing cabling infrastructure where feasible, train customer staff on system operation and troubleshooting, and provide 24/7 customer support. Installation at the lodge must be completed within 60 days of award, with cabin installation scheduled based on utility right-of-way contract completion. Vendors must demonstrate a minimum of three years of relevant experience in the United States and submit written questions by November 1, 2024 at 10:00 AM ET, with bids due electronically through the Commonwealth eProcurement system by November 8, 2024 at 1:30 PM ET. The initial contract term is one year from the date of award with four optional one-year renewal periods subject to mutual written approval and potential renegotiation of terms. Award will be made on a best value basis with price weighted at 100 points (lowest bidder receives maximum points) and pass/fail requirement for the three-year experience minimum, with pricing submitted as two line items: annual recurring costs (monthly cost multiplied by 12) and one-time installation and equipment costs.
Kentucky resident bidders receive reciprocal preference consideration, and qualified bidders including Kentucky Correctional Industries and nonprofit agencies serving individuals with severe disabilities that employ such individuals for at least seventy-five percent of direct labor hours receive additional preference points. All bidders must register with the Commonwealth eProcurement system at least 24-48 hours before submission, maintain Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, provide Automobile Liability Insurance of $1,000,000 combined single limit if delivering items or performing on-site work, and submit a Certificate of Insurance prior to award. Bidders must comply with all Kentucky statutory requirements including tax registration, equal employment opportunity, accessibility standards, and anti-discrimination provisions, and must execute the Required Affidavit for Bidders covering campaign finance law compliance, resident bidder status (if claimed), and qualified bidder status (if applicable). No incumbent vendor or current contractor is identified in the solicitation documentation. The Commonwealth reserves the right to cancel the RFB if responses exceed available funding, and no specific budget range or award value has been disclosed in the procurement documents.
