The State of California, Department of Developmental Services, is seeking a contractor to provide telemedicine psychiatric services to clients at the Porterville Developmental Center (PDC) in Tulare County. The contractor must be duly licensed physicians with expertise in psychiatry and familiarity with the special needs of the developmentally disabled population. The contractor will be required to conduct up to 140 clinics over the 2-year contract term, from July 1, 2024 to June 30, 2026, with the option to extend for an additional year. Services include preparation, telemedicine consultations, and report completion, with urgent reports due within one working day and standard reports due within five working days. The contractor must maintain malpractice insurance and comply with HIPAA and state confidentiality requirements.

The state has waived the Disabled Veteran Business Enterprise (DVBE) participation requirement but the DVBE incentive is still in effect. A Small Business preference is also available. Pricing will be based on a per-clinic rate, with the total contract value not to exceed a specified amount. The state reserves the right to reject all bids and is not required to award an agreement. Bids are due by May 17, 2024, and the proposed award date is May 28, 2024.
