About this opportunity
The State of Maine Department of Administrative and Financial Services, Office of Information Technology is requesting proposals for telecommunications and network cable/wire installation, termination, and infrastructure support services statewide, with proposals due August 27, 2026 at 4:00 p.m. Bidders must hold BICSI Installer 2 Certification and maintain headquarters and dispatch centers within 100 miles of Augusta, Maine — twin capability and location filters that substantially narrow the competitive field.
The scope spans in-building and outside plant cable installation and termination, fiber optic infrastructure, cell phone amplification systems, paging systems, material procurement, testing, and design services across more than 400 State sites with primary activity in the Augusta area. The contractor must provide detailed hourly labor rates for cabling technician, service technician, fiber technician, project manager, and RCDD/design services roles, stratified by standard hours (7:00 a.m. to 5:00 p.m., Monday–Friday), premium hours, holidays and weekends, and travel time. Material markups cannot exceed 10 percent above supplier invoice cost.
The initial contract period runs November 1, 2026 through October 31, 2028, with two optional two-year renewal periods extending through October 31, 2032. Evaluation is weighted cost (40 points, scored on a 100-point scale with the lowest proposal receiving maximum points), organization qualifications and experience (30 points), and proposed services (30 points). The Department reserves the right to conduct vendor interviews and presentations.
Questions are due August 13, 2026. Bidders must submit three years of tax returns, current Dun & Bradstreet reports, proof of required certifications and insurance, and a complete organizational chart. All awarded contractor personnel are subject to Maine State Police fingerprint-based background checks at the contractor's expense and must comply with State IT policies and accessibility requirements.
