About this opportunity
The Delaware Department of Natural Resources and Environmental Control, Division of Fish and Wildlife, is requesting sealed bids for construction of two wildlife viewing platforms at the Ted Harvey Conservation Area in Dover, Delaware, with bids due October 29, 2026 at 11:00 a.m. and a mandatory pre-bid meeting on October 13, 2026 at 10:00 a.m. at the northern viewing platform location. Attendance at the pre-bid meeting is a prerequisite for bidding.
The scope comprises two ADA-accessible wooden plank viewing platforms positioned approximately 7 feet above existing landscape at separate locations 1.1 miles apart, each with a 220-degree viewshed. Each platform will be served by approximately 100-foot-long ADA-accessible wooden plank walkways extending from parking areas to wetland-area edges. Bidders must submit work as a lump-sum base bid plus a General Owner's Allowance of $10,000, with one alternate for concurrent construction of both platforms (add or deduct).
The contractor must comply with Delaware prevailing wage requirements across New Castle, Kent, and Sussex counties, with rates ranging from $23.08 to $121.73 per hour depending on trade and classification. Weekly sworn payroll information must be provided to the Department of Labor and wage rates posted at the job site. The contractor is ineligible if listed on Delaware's prevailing wage debarment list; entities including Mullen Brothers, Inc., State Contractors Corporation, Green Granite, Pro Image Landscaping, Inc., Liberty Mechanical LLC, Integrated Mechanical and Fire Systems Inc., and ACH 1 INC. are currently debarred.
Bid security must equal 10 percent of the bid amount and all additive alternates. Upon contract execution, the successful bidder must provide performance and payment bonds each equal to 100 percent of contract price. The contract will use AIA Document A101-2017 (Standard Form of Agreement). Progress payments will be made within 30 days of receipt of valid applications for payment with retainage as specified in the final contract. MBE, DBE, WBE, and VBE firms will be afforded full opportunity to submit bids.
