About this opportunity

Hillsborough County, Florida has posted a sole source procurement notice for Technicuff blood pressure cuffs and related equipment, with a close date of April 13, 2026. The procurement is for ongoing and as-needed purchases of Technicuff 3-in-1 blood pressure cuffs and six-foot hoses compatible with the Stryker LP35 monitor/defibrillator, available in adult (17-45cm), pediatric (9-25cm), infant (5-15cm), and neonate (3-14cm) sizes. The nine-month contract term extends through December 31, 2026, with anticipated quantities of 850 adult cuffs, 200 pediatric cuffs, 150 infant cuffs, 100 extension adapters, and 250 hoses. The procurement is justified under Section 3-205(2)(a) of Hillsborough County's Procurement Policy based on Technicuff Corp.'s status as the sole manufacturer and reseller of Technicuff blood pressure cuffs with validated compatibility to the Stryker LP35 system used by Hillsborough County Fire Rescue. Alternative products lack formal compatibility, produce inconsistent measurements, or require frequent recalibration and replacement. Technicuff provides direct technical support and warranty coverage critical to operational requirements. Interested parties seeking to challenge this sole source designation must submit clear and convincing information demonstrating bona fide competition exists by the April 13, 2026 close date through the EUNA Procurement submission system.

This procurement carries no disclosed set-aside designations or restrictions limiting organizational eligibility; however, the sole source nature of the award precludes competitive bidding absent successful challenges to the procurement justification. Technicuff Corp. is the identified incumbent vendor and sole source provider for this equipment category. The deliverables must integrate with existing Stryker LP35 monitor/defibrillator infrastructure currently deployed within Hillsborough County Fire Rescue operations, requiring validated compatibility and clinical reliability. The estimated procurement value is $44,385.00 for the nine-month period, with cost allocation of $19,000.00 for hoses, $17,255.00 for adult cuffs, $4,060.00 for pediatric cuffs, $3,045.00 for infant cuffs, and $1,025.00 for extension adapters. Hillsborough County reserves the right to extend the contract period beyond December 31, 2026, and adjust the scope of services and award amount in response to changing conditions and updated requirements. Award is expected following the April 13, 2026 close date absent any valid challenges to the sole source justification.

Opportunity text

Hillsborough County intends to recommend the award of a sole source procurement to Technicuff Corp. for the ongoing and as-needed purchases of Technicuff 3-in-1 blood pressure cuff and hoses for adult, pediatric, infant, and neonate patients for nine (9) months, through December 31, 2026, at an estimated cost of $44,385.00. This procurement is being made in accordance with Section 3-205(2)(a) of the County's Procurement Policy as Technicuff Corp. is the sole manufacturer and sole reseller for Technicuff blood pressure cuffs. Technicuff blood pressure cuffs are the only non-OEM cuff compatible with the Stryker LP35 monitor/defibrillator with validated compatibility, accuracy, ease of use, clinical reliability, and durability required for use by Hillsborough County Fire Rescue. Alternative products lack formal compatibility with the Stryker LP35, produce inconsistent measurements, or require recalibration and replacement too frequently for operational requirements. Additionally, Technicuff provides direct technical support and warranty coverage for their blood pressure cuffs. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly. This notice of intent is not a request for competitive proposals/bids. Contractors who are able and interested in providing all the identified propriety goods must submit clear and convincing information to support a challenge to the intended award. Challenges to this procurement must be received no later than the specified Close Date of this Sole Source notice and must be submitted using the "submission" section in EUNA Procurement for this particular procurement. Absent any challenges, an award will likely be made after the Close Date. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. Any such responses received by the deadline will be evaluated solely for the purpose of determining whether to conduct this procurement as a competitive solicitation.
