About this opportunity

The New York State Energy Research and Development Authority (NYSERDA) is soliciting proposals for Technical Skills Training and Upskilling programs designed to build and expand training capacity for workers currently employed in clean energy jobs across all sectors. The procurement seeks to address demonstrated market gaps through training in five key areas: energy efficiency and building electrification, renewable energy, energy storage, smart grid and electric distribution/transmission, and electric vehicle charging stations. Applicants may propose either Category 1 projects involving delivery of existing training or Category 2 projects involving development and delivery of new training, with particular emphasis on creating opportunities for individuals from disadvantaged communities and priority populations. NYSERDA will accept applications requesting between $75,000 and $500,000 in funding, with proposals due by September 30, 2030. Qualified entities must demonstrate capability to develop and deliver training targeted at identified workforce needs, with deliverables including upskilled workers and enhanced clean energy content in post-secondary and Career and Technical Education programs. The initiative aims to minimize training barriers by subsidizing costs and ensuring training availability throughout New York State.

To encourage participation from entities serving disadvantaged communities, NYSERDA has implemented reduced cost-share requirements for projects meeting specific criteria. Category 1 projects require a minimum 15 percent cost share contribution (reducible to 5 percent if training over 50 percent of participants from disadvantaged communities or priority populations), while Category 2 projects require a minimum 25 percent cost share (reducible to 15 percent with the same demographic threshold). Cost share contributions may consist of cash or in-kind services. The solicitation notice was posted on April 1, 2026, with updates and any modifications to the solicitation to be posted on NYSERDA's website at www.nyserda.ny.gov/funding-opportunities. While specific incumbent contractors or existing infrastructure requirements are not detailed in the provided information, applicants should monitor the NYSERDA website for complete eligibility requirements, detailed qualifications, and any additional evaluation criteria that may be specified in the full solicitation document.
