About this opportunity
The Superior Court of California, County of Los Angeles, is conducting a Request for Proposals (RFP) to procure an enterprise-grade Technical Learning Management System (T-LMS) to serve over 250 technical staff across software engineering, cloud infrastructure, data engineering, and security disciplines. The Court, operating nearly 600 courtrooms across 38 locations with over 4,500 full-time employees serving 88 cities and 118 law enforcement agencies, seeks a comprehensive platform delivering a minimum of 10,000 hours of current technical content covering software development, cloud platforms, DevOps, data and AI/ML, cybersecurity, governance and compliance, architecture, and networking. Key deliverables include an integrated, browser-based hands-on learning environment with cloud-based coding sandboxes, guided lab exercises with real infrastructure provisioning, and automated grading capabilities; dedicated implementation project management and technical integration support; administrator, manager, and learner training; and post-launch success reviews at 30 and 90 days. The vendor must achieve 99.9% platform uptime, deliver page load times under 3 seconds, provision lab environments within 120 seconds, maintain SOC 2 Type II compliance, and integrate with Azure AD (SAML 2.0 and OIDC), Microsoft Teams, and Outlook while supporting xAPI, SCORM 1.2, and SCORM 2004 standards. Minimum requirements include at least five consecutive years of documented experience providing similar services, required insurance coverages (Workers Compensation, Commercial General Liability of $1 million per occurrence and $2 million annual aggregate, and Commercial Automobile Liability), current business and professional licenses, and completion of all required forms including a Third Party Security Risk Assessment Questionnaire. Evaluation will be weighted as follows: Security and Compliance (10%), Quality of Work Plan addressing content library, hands-on learning, and platform features (37%), and Cost including total cost of ownership and pricing transparency (50%). Proposals must be submitted electronically through Bonfire by April 23, 2026, with a pre-bid conference, question submission deadline, proposal evaluations scheduled for April 22-May 1, 2026, optional finalist demonstrations May 4-6, 2026, Notice of Intent to Award on May 7, 2026, and service start date of May 15, 2026.
The Court offers a 3% incentive for Disabled Veteran Business Enterprises (DVBEs) that meet all applicable requirements and a 5% small business preference for qualified Information Technology proposers. Proposers must disclose any use of Generative Artificial Intelligence in their goods or services, particularly where such use materially impacts system functionality or contract performance, with failure to disclose potentially resulting in proposal disqualification. All pricing must be all-inclusive except for applicable taxes, with quotes firm for 120 days and based on annual and multi-year pricing models for 200 seats, 250 seats, and additional per-seat costs, with no consumption-based surcharges for hands-on labs, sandbox environments, or AI-powered features; price escalation for renewal years is capped at 5% annually. Professional services for implementation must be quoted as fixed fees rather than time-and-materials, with Net-30 payment terms and annual invoicing in advance. The minimum contract term is one year with a preferred three-year term including annual true-up capability, structured as a one-time purchase with annual renewal options. No incumbent vendor or budget range information is specified in the available procurement documents; the Court reserves the right to award multiple contracts to more than one vendor and is not obligated to procure any minimum amount of work under such contracts.
